Disclosures for claims administration and peer review -- safeguards -- penalty. 
 
Permits the disclosure of an individual’s mental health information to third party payers or peer review organizations if the individual or their representative has consented to the disclosure and the recipient of the information files a statement with the Commissioner of Insurance, in which they agree to maintain the confidentiality of the information, comply with limits on the use and disclosure of the information, and destroy the information once they are finished with it. Establishes criminal liability and penalties for persons that willfully use or disclose mental health information in an unauthorized manner.
