Confidentiality of medical information and limitation of liability
 
Requires Health Maintenance Organizations to maintain the confidentiality of enrollee and applicant information. Permits disclosure as necessary to comply with the laws regulating HMOs, when authorized by the enrollee or applicant, or when the information is relevant to a legal claim between the enrollee or applicant and the HMO. Immunizes individuals that provide information to a health care review committee or take action or make a recommendation while serving on the committee from resulting liability so long as they acted in good faith. Classifies health care review committee information and records as classified and not subject to subpoena. Clarifies that HMOs may access treatment records and other health information as necessary to perform quality assurance reviews.
