“Abortion clinics; rules; civil penalties”
The director of the department of health services must establish rules regarding abortion clinics’ physical facilities, supplies and equipment, personnel, medical screening procedures, abortion procedures, follow-up visit requirements, and reporting requirements. These rules must include a requirement that when a patient refuses RhO(d) immune globulin, the physician must have the patient and a witness sign a refusal form which will be placed in the patient’s medical record. The rules must require that abortion clinics maintain incident records and report all serious injuries to a patient or viable fetus to the department of health services within 10 days of the injury.
