Patients' rights established

The confidentiality of substance abuse treatment information is governed by a provision in a patient bill of rights. The provision states that all substance abuse treatment records are confidential and privileged to the patient and may only be disclosed according to the statute or Part 2. The provision proceeds to enumerate the exemptions and disclosure exceptions set forth in Part 2.
